How-to fulfill requirements of parent flock

What are the regulations for raising a quarantined parent chicken flock, which is raised for the purpose of producing descendant flocks? What are the USDA regulations and/or State procedures for converting a small number of privately raised chickens to the level of quarantine required for an industrial parent chicken flock that can be sold in the US or exported as a parent flock abroad?
